He received his education at Dewey District #17 in Yankton County, South Dakota, graduating in 1946. Following graduation, Elmer joined the National Guard in Sioux Falls and later served in the Korean Conflict where he was stationed stateside.
Elmer met his future wife on a blind date at the Corn Palace in Mitchell, South Dakota. On February 1, 1951, Elmer was united in marriage to Helen Lydon in Sioux City, Iowa.
