Richard Mills was born March 28, 1943 in Texas. He had three siblings and one step sister. Richard was adopted by A.P. and Olive Blance (Shires) Mills in 1945. Richard was found alone, wandering in a pasture near the Mills' home and they opened their home and life to Richard.

Richard served in the military from 1969 until 1970. During active duty he became disabled and moved to Kansas in 1970.

He then moved to Springfield, Illinois in 1998 and in June 2002 he moved to Estherville becoming a resident with Horizons ARO Services in 2006. He also spent a short time at Spectra Health in Storm Lake before moving to Kathleen's Care in February 2009.

Richard was married to Ruth Ann Rawson and they were blessed with a daughter, Karena.

Richard later married Mary Myrick. While at Horizons, Richard worked at the sheltered work shop. Due to failing health he moved to the Good Samaritan Home in Algona, Iowa, where he passed away on August 9, 2018, at the age of 75.

He is preceded in death by his parents, A.P. and Olive Mills; and his second wife, Mary.

He is survived by his daughter, Karena; as well as many friends.
